When an Alpha claims "territory", does that include cities? I get it's a vague term but for sure they claim a Sept and probably some land outside that Sept but is it intentionally vague how far their influence goes?

Alpha's can claim as much territory as they feel they can hold. Also, there's something to be said for members of the Sept helping him hold that territory.
