Please don't get kerfluffled over this, ST Jonah, just looking for a clarification:

Does this preclude all board-only (or board-primary) PCs from using Influences as physically portrayed PCs would? Or is board portrayal also a form of "play?"

Funny you should mention that, Ulyssess Sprague, Player of Truman.

The next item on the docket for us to hammer out is how much time must a board only PC post on the message board to justify the refresh time. If someone that posts once every three week wants their influence to refresh that soon, then too bad. But if someone that is consistently posting (aka I should see their name as posting at least once every 2-3 days in a scene) then I think a 2 week HA period could be justified.

Math is hard so planning a simple system is ideal. Some of us have seen the whole refresh system abused drastically before. The plan is to avoid that completely while still maintaining the strength of the actual action.
